In addition, travelers entering Turkey may be subject to PCR testing. Passengers with negative results will need to quarantine for 14 days at the address stated in their Passenger Locator form. They must take a PCR test on the 10th day of quarantine, and if results are negative quarantine can be ended.

All other travelers who are not vaccinated are not required to quarantine, as long as they provide a negative PCR test taken within 72 hours OR a rapid antigen test taken within 48 hours of arrival to Turkey.
