You need a single copy.
At the same time, there are some additional requirements that need to be met by applicants who apply for a Uganda Transit visa or an East Africa visa. The former requires a letter in which you disclose the reason for transit and the country of destination, and the latter also needs a return flight ticket and an itinerary.
