This governmental site began operations in January of 2009. According to the Decree of the President of the Kyrgyz Republic of October 26, 2009, the State Agency for Environmental Protection and Forestry under the government of the Kyrgyz Republic was transformed into the State Agency for Environmental Protection and Forestry. The State Agency for Environmental Protection and Forestry was established by the President of the Kyrgyz Republic and transferred environmental functions and funds from the Ministry of Ecology and Emergencies of the Kyrgyz Republic.

State Agency Building

The State Agency for Environmental Protection and Forestry is a state body in the system of executive power providing functions for the implementation of a unified policy in the fields of:

  • environmental protection
  • biodiversity conservation
  • environmental management
  • development of forestry and hunting
  • ensuring the environmental safety

    Tasks of the Agency

    The tasks of the Agency are:

  • implementation of policies and regulations in the field of environmental protection and use of natural resources
  • prevention of the impact of possible negative consequences of the implementation of the planned management
  • business and other activities on the environment
  • establishment and development of international cooperation of the Kyrgyz Republic

    Functions of the Agency

    The Agency performs the following functions:

  • implements the state policy in the field of environmental protection and environmental safety (including chemical, biological and radiation)
  • develops proposals for integrated environmental management and biodiversity conservation
  • environmental management
  • management of specially protected natural areas
  • development of forestry and hunting
  • develops draft regulatory legal acts
  • makes rules, standards and norms for the use of objects of the animal and plant world, including forests, fish and hunting resources
  • makes proposals on attracting investments in the field of environmental protection
  • manages and implements obligations of the Republic under international global conventions and treaties in the field of environmental protection
  • develops economic mechanisms of nature management, biodiversity conservation, rational use of natural resources
  • implements a unified policy of forestry, protection, use and reproduction of forest resources
  • protection of forests from fires
  • implements a unified policy of hunting management
  • monitors environmental pollution while ensuring biodiversity
  • analyzes the state of environmental pollution
  • accounts for the use of natural resources, emissions, discharges of pollutants, production and consumption wastes and other harmful effects on the environment
  • develops a forecast of the need for labor resources in supervised areas

    Regulatory Functions

    The site details the governmental body’s governmental functions, including:

  • carrying out state regulation in the field of environmental protection, environmental management and environmental safety, including chemical, biological and radiation safety
  • carrying out state environmental impact assessment in accordance with the law
  • coordinating draft regulatory legal acts regulating economic activities
  • regulating the activities of environmental posts at the entrance to specially protected natural territories

    Coordination Functions

    This governmental body conducts the following coordination activities:

  • atmospheric air protection
  • production and consumption of ozone-depleting substances
  • use and protection of water resources in terms of climate change
  • implementation of measures for the protection, reproduction and restoration of animal and plant life The site closed in late 2018.
