According to the Immigration Department of Malaysia, the following travelers are exempt: Citizens of Singapore, Diplomatic and Official passport holders, Malaysian Permanent Residents and Long Term Pass holders, Brunei GBC holders, Thailand Border Pass holders, and Indonesia Cross Border Travel Document holders.
