The official emergency preparedness plan of the World Health Organization (WHO) is pretty simple. In the case of epidemics or pandemics like COVID-19, these organizations will seek to enter Russia and provide international health care to people in the region and even outside of Russia. A Health Declaration Form was created to help ensure that the Russian government and people are on track with international health care workers when they are dealing with an epidemic.

If there were ever a situation where the WHO would consider entering Russia, this is the form they would take. It should be used as a guide for those who wish to seek international medical care in Russia. This has been designed to allow all countries to understand what must be done and how it must be done.

First, countries that are either members of the United Nations or are located in the European Union must first consult with the local government to determine if the country is under the jurisdiction of the Commonwealth of Independent States (CIS). Any time an outbreak occurs in the CIS and the virus is spread to Russia, this document must be signed by the person who signed the Health Declaration Form in this event.

Second, the president of Russia must be notified by the Russian government and the President of the United States must be notified by the President of the Commonwealth of Independent States. The host country of this disease must also be notified. The host country may require that anyone entering Russia undergo quarantine.

Third, all international travelers to Russia must be quarantined at their own request or risk facing sanctions and exclusion from the country. To receive assistance from the WHO, these travelers must be able to provide proof of being sick.

The fourth step is to contact the Russian Ministry of Health at the number given on the Health Declaration Form in order to learn about the symptoms of the virus. When the symptoms arise, health care workers should arrive at the scene and inform the public. The local authorities will need to be informed and sent a message.

If the disease in Russia becomes out of control, the Health Declaration Form is used to coordinate international aid. This includes health workers from all over the world traveling to Russia to help with the quarantine. There are guidelines that will need to be followed by the host country.

If an epidemic in Russia happens in a country not included in the Health Declaration Form, international health organizations can send help. These people will work in coordination with the Russian government, the Russian Ministry of Health, and the emergency response teams that will be sent from the Department of State. The head of the emergency response team will be informed by the Local Department of Health and will notify the Department of State in Moscow.

The fifth step involves the coordination of countries that were not included in the Health Declaration Form. The International Health Minister and the Public Health Minister in the area to be affected by the epidemic will be contacted through the local Russian ministry. The Russian ministry will provide proper quarantine procedures for international health care workers.

Once all the coordination steps have been completed, the delegation from the WHO and the United Nations in New York will visit Russia to check in on the status of the epidemic. They will discuss the health system, and how well it is working. They will also discuss the best way to handle the situation and make a final decision.

The sixth step of the WHO’s coronavirus response plan involves the international development organizations that will work to prevent the spread of the disease in Russia. These agencies will also work to provide education and training programs to the population so that it does not spread.

The seventh step involves coordinating international health agencies and NGOs that want to help with the Russian epidemic in China and Taiwan. These countries are not in the World Health Organization but are under WHO’s temporary health emergency committee.
