Thailand introduces temporary work permits during e-Work Permit system rollout

What changed?

Thailand has introduced a temporary work permit for eligible foreign nationals applying for a non-BOI electronic work permit, allowing them to begin working while their full application is being processed.

The measure forms part of Thailand's transition to its new e-Work Permit system and is intended to reduce delays for employers and foreign workers during the digital rollout, according to the Thailand Department of Employment and immigration specialists Fragomen.

Previously, many applicants had to wait until their work permit was formally approved before starting employment. Under the new process, eligible applicants can receive a temporary work permit that remains valid while their electronic application is being reviewed.

Who is eligible?

The temporary work permit only applies to non-BOI work permit applications submitted through Thailand's electronic work permit system.

It does NOT apply to work permits issued through the Thailand Board of Investment (BOI), which follows a separate application process.

According to Fragomen, the temporary permit is valid for up to 15 days while authorities process the full electronic work permit application. Additional guidance may be issued as the new system continues to roll out.

Foreign nationals should continue meeting all existing immigration and employment requirements before beginning work in Thailand.

Businesses employing foreign workers should continue following guidance issued by the Thailand Ministry of Labour and the Department of Employment as additional updates become available.

What should travelers do now?

For most international travelers, nothing changes. The temporary work permit only affects a specific group of foreign nationals applying for non-BOI work permits. It does not introduce a new visa category or change Thailand's tourist, business, or long-term stay requirements.

Travelers visiting Thailand for leisure or business should continue following the country's existing immigration rules, including completing the Thailand Digital Arrival Card (TDAC) if required and ensuring they have the correct Thailand visa before departure.
