Expansion of the Vietnam Digital Arrival Card
Travelers flying into Hanoi or Da Nang can now use Vietnam's digital pre-arrival registration system before landing. Vietnam's Ministry of Public Security has confirmed the expansion of the Pre-Arrival Information (PAI) scheme to cover Noi Bai International Airport in Hanoi and Da Nang International Airport, bringing the total number of airports covered to four.
What the pre-arrival declaration involves
The PAI system allows international travelers to submit their personal details, travel information, and accommodation data online before passing through immigration. Once submitted, the portal issues a QR code that passengers save on their phone or print and present at border control.
According to Vietnam's Ministry of Public Security, travelers can complete the form up to three days before their scheduled arrival in Vietnam. The department also notes the system is a border support tool, not a platform for visa applications or processing.
Noi Bai International Airport described the expansion in clear terms:
"Foreign passengers arriving at Noi Bai International Airport can now save time at passport control."
The goal, according to Vietnamese authorities, is to cut the time spent on entry formalities, particularly during busy travel periods when immigration queues can stretch significantly.
How the Vietnam Arrival Card rollout has progressed
Vietnam's Immigration Department first launched the PAI system as a pilot at Tan Son Nhat International Airport in Ho Chi Minh City on April 15, 2026. VnExpress reported at the time that the Immigration Department, operating under the Ministry of Public Security, announced plans for a nationwide rollout following the initial pilot.
After 15 days of operation, the pilot recorded over 161,000 traveler registrations, with roughly 120,000 successfully completed.
A first expansion took effect in early June, when Phu Quoc International Airport was added to the system — making registration mandatory for all international arrivals on the island. The latest expansion to Hanoi and Da Nang means the PAI portal now covers Vietnam's four busiest international air entry points: Ho Chi Minh City, Phu Quoc, Hanoi, and Da Nang.
What this means for travelers to Vietnam
This digital declaration is separate from Vietnam's standard visa requirements. Depending on nationality, length of stay, and travel purpose, travelers still need to determine whether they qualify for visa-free entry, require a Vietnamese eVisa, or must use another entry route. The pre-arrival form does not replace or substitute any of these requirements.
Travelers should complete the form through the official government portal or iVisa, within 72 hours of their scheduled arrival. Submitting in advance is strongly recommended, as completing it on-site at the airport can cause delays at immigration.
