Lebanon is considering introducing a new residency program that would allow wealthy foreigners to obtain residency by making a qualifying investment.

The proposal is still being debated in Parliament after first being approved by the Finance and Budget Committee.

What would the new residency program offer?

If the proposal passes, eligible foreign nationals could get Lebanese residency by investing at least US$1 million in the country.

Investments could include deposits with Lebanese banks, real estate purchases, or other approved options. Applicants would also need to spend at least 90 days each year in Lebanon.

Those who qualify would get residency and a special tax status for some income and assets held outside Lebanon. Income and assets within Lebanon would still be subject to Lebanese tax law.

There is also a separate option for members of the Lebanese diaspora who want to set up tax residency by making a qualifying investment.

Why is Lebanon introducing the proposal?

The government says this proposal intends to attract new investment as Lebanon works to recover from years of financial and economic troubles.

Finance Minister Yassine Jaber said investment residency programs inspired the draft in countries such as Italy and the United Arab Emirates. The goal is to make Lebanon more appealing to international investors.

However, the proposal has led to debate among lawmakers and tax experts. Some question whether investors will commit large sums before the country's financial reforms are finished.

“The law could be something for the future... when we solve our problems,” said Jaber in response to the raised concerns.

Is it possible for travelers to apply now?

No. Parliament has not approved the proposal yet, so it cannot be used to apply for Lebanese residency at this time.
