No. The Vietnam Digital Arrival Card is not a visa and does not grant permission to enter Vietnam on its own.
It is a mandatory pre-arrival declaration form required of all international travelers. You must still hold a valid Vietnamese visa, an approved e-Visa, or be a national of a visa-exempt country in order to enter Vietnam.
Once submitted, a QR-code is generated and sent by email. You can screenshot this and show it upon arrival or print a physical cop.
