Yes, but bring written authorization from the parent who is not traveling. The US State Department says Brazil's Federal Police have sometimes delayed non-Brazilian minors who lack authorization from both parents. It recommends written authorizations for these trips.
A child who is a Brazilian citizen, including a dual US-Brazilian citizen, needs two original authorizations from the parent who is not traveling, each with a copy of the birth certificate, to leave Brazil.
