The pilot program is live in select markets and adds a fourth entry route alongside the tourist eVisa, visa on arrival, and stopover transit visa

Saudi Arabia has rolled out a new visa category that lets eligible visitors book their flights, accommodation, and tourist visa as a single package through approved travel providers. The Package Visa pilot is now live in several markets and is designed to remove the friction of handling travel bookings and visa applications separately, according to Sra7h Newspaper.
The initiative was developed jointly by the Ministry of Tourism, the Ministry of Foreign Affairs, the Ministry of Interior, and the Insurance Authority, and represents the latest move in Saudi Arabia's ongoing drive to attract more international visitors under Vision 2030.
What the Package Visa includes
Qualified general travel and tourism service providers can now build itineraries that fold the visa step directly into the booking process. A single package can cover tickets for the outbound and return journey, a room at an officially licensed property, and the electronic tourist visa paperwork. Providers can also layer in optional extras like events, activities, and tourism experiences to create a more complete trip offering.
The idea is that a visitor no longer has to bounce between an airline booking, a hotel reservation, and a separate visa portal. Everything comes together in one transaction.
Where it fits among Saudi Arabia's entry options
The Package Visa is the fourth entry pathway Saudi Arabia now offers to international tourists. It sits alongside the tourist eVisa, visa on arrival, and the stopover transit visa. Together, these programs helped the Kingdom bring in more than 29 million inbound visitors in 2025.
What it means for travel companies
The Ministry of Tourism has framed the pilot as a commercial opportunity for the private sector as well. Approved providers can use the integrated visa to put together richer trip packages, give tourists a reason to extend their time in the country, and boost how much each visitor spends. The program is also intended to improve the overall booking experience for customers.
To get involved, travel companies need to meet specific criteria. They must run their sales through an online booking system and have support staff available at all hours by phone.
The bigger picture
Saudi Arabia has been steadily dismantling barriers to international travel over the past several years, starting with the launch of the tourist eVisa and expanding through visa-on-arrival access and transit visa options. The Package Visa takes that strategy a step further by weaving the immigration process directly into the commercial travel experience, making it easier for visitors to plan a trip without having to navigate government visa portals on their own.
The pilot signals that Riyadh sees tighter integration between the travel industry and immigration services as the next frontier in growing its tourism sector.
