The temporary policy exempts eligible applicants holding a FIFA invitation letter from providing biometrics for their visa application

Canada has announced a temporary policy waiving the biometrics requirement for certain FIFA-invited foreign nationals applying for a visa to attend the 2026 World Cup. The government published the policy on February 16, 2026.
Under the measure, foreign nationals who apply for a Temporary Resident Visa between November 25, 2025, and July 20, 2026, hold a valid FIFA letter of invitation, and are otherwise admissible to Canada may be exempt from providing biometrics.
The policy also covers diplomats and government officials traveling on diplomatic or official passports who hold a FIFA invitation.
Since biometrics require a personal appearance at a collection point and appointments can take time to secure, the exemption is expected to speed up processing for eligible applicants.
Approximately 7,000 FIFA-invited travelers expected
Canada expects up to one million visitors during the tournament, with around 7,000 considered FIFA-invited applicants. These individuals include delegates from up to 211 FIFA member associations attending the FIFA Congress in Vancouver in April, as well as others critical to the success of the event.
The temporary public policy took effect on November 25, 2025, applying to both new and pending applications. It will expire on July 20, 2026, and may be revoked at any time without prior notice.
