- Every non-Vietnamese passport holder arriving at a covered airport, whatever their nationality and whatever their entry permission. Diplomatic and official passport holders file the same declaration as everyone else.

Is the Vietnam Digital Arrival Card the same as a visa?
No. The Vietnam Digital Arrival Card is not a visa and does not grant permission to enter Vietnam on its own. It is a mandatory pre-arrival declaration form required of all international travelers. You must still hold a valid Vietnamese visa, an approved e-Visa, or be a national of a visa-exempt country in order to enter Vietnam.
