Ecuador Customs Registration Form requirements

The Ecuador Customs Registration Form (FRA), which has had to be filed electronically since July 29, 2025, after a pilot that began on December 9, 2024, is separate from immigration requirements and is only required in specific circumstances, such as when bringing taxable goods above Ecuador's personal-effects allowance or carrying USD 10,000 or more in cash, bearer instruments, precious metals, or precious stones. Non-resident foreign travelers may also use it to register currency on arrival for Ecuador's currency-exit tax exemption. It is not an arrival card, and it does not grant permission to enter or stay in Ecuador.

Three things are commonly reported wrongly about it. It is not an all-traveler form — SENAE narrowed the scope publicly on July 14, 2025 and many third-party alerts still have not caught up. It applies on exit as well as on entry, so a traveler carrying declarable value home files again. And it grants nothing: it is a declaration tied to a single crossing, with no validity period and no stay rights of any kind.

Is the Ecuador Customs Registration Form a visa?

No. It is a customs declaration tied to a single crossing. It grants no right to enter Ecuador and no length of stay, and it has no validity period of its own. Visa rules are separate: travelers from the United States, Canada, the United Kingdom, the EU and most of Latin America visit Ecuador visa-free for up to 90 days.

Do I have to file the Customs Registration Form?

Only if you are bringing taxable goods above the personal-effects allowance, carrying cash, bearer negotiable instruments, precious metals or precious stones worth USD 10,000 or more, or registering currency on entry as a non-resident foreigner to claim the currency-exit tax exemption. SENAE's wording is "sólo si" — only if. Ordinary luggage and ordinary amounts of money do not require it.

I read that all travelers to Ecuador must file the Customs Registration Form. Is that right?

No, and this is the most common misunderstanding about the product. The requirement was announced in July 2025 in terms that were widely read as covering everyone, and SENAE publicly clarified on July 14, 2025 that it applies only to travelers carrying declarable goods. A number of law-firm and news alerts still carry the original reading.

Does the Customs Registration Form apply when I leave Ecuador?

Yes. The obligation covers every passenger entering or leaving the country. A traveler who is carrying declarable goods or USD 10,000 or more on the way out files a declaration for that crossing too.

What counts towards the USD 10,000 threshold?

Cash, bearer negotiable instruments, precious metals and precious stones, added together — not banknotes alone. Amounts in other currencies count at their equivalent value. Mainland Ecuador uses the US dollar, so for dollar cash the figure is literal.

Do children need their own declaration?

No. Minors are declared inside one parent's form. SENAE's family group is the minors together with one parent or the person in whose care they have been placed; when both parents travel, only one holds the family group and the other files as an individual. Adults traveling together each file their own.

What happens if I do not file when I should have?

A fine of 30% of the undeclared amount, rising to 50% for a repeat or a false declaration, plus possible temporary or permanent retention of the goods and a money-laundering investigation. Travelers are not refused entry over it, and taxable goods worth USD 1,000 to 2,000 without a declaration draw a regulatory fine.

How much can I clear at the airport?

Taxable goods worth up to USD 2,000, provided they are permitted for import and meet every required formality, can be cleared in the international arrivals hall using the declaration alone, with the duties settled there. Above USD 2,000 the goods cannot be released in the arrivals hall and a separate customs process applies.

Does the Customs Registration Form cover Galápagos?

No. The Galápagos Transit Control Card and the national park entrance fee are separate requirements run by different bodies, and the Customs Registration Form neither replaces nor interacts with them. A traveler flying to the islands via the mainland deals with both systems independently.

Is the government Customs Registration Form free?

Yes. Ecuador does not charge a government fee for the Customs Registration Form.
