You still need an approved ESTA before you travel: the waiver removes the visa, not the authorization. Travelers who have visited Cuba, Iran, Iraq, North Korea, Somalia, Sudan, Syria, Libya or Yemen since March 2011 are generally ineligible and should apply for a B1/B2 visa.
