- What it is
- The Latvia ETA is a travel declaration, not an entry permit. It lets the authorities collect your personal and travel information before you arrive, and it does not by itself grant you the right to enter.
- Who it's for
- Non-exempt third-country nationals traveling to Latvia. Citizens of the EU, the EEA, NATO and OECD member states, Switzerland and Brazil are exempt, as is anyone holding a visa or residence permit issued by Latvia. A traveler holding a Schengen visa issued by another member state must still file one.

It is single entry and cannot be corrected once submitted, so a change of entry date, entry point or route means filing an entirely new one.

What is the Latvia ETA and who must submit it?
The Latvia ETA (Electronic Travel Declaration) is a mandatory security registration for foreign nationals entering or transiting Latvia. It applies to third-country nationals who don't hold a visa or residence permit issued specifically by Latvia. Citizens of the EU, EEA, NATO, OECD, Switzerland, and Brazil are exempt.
Does the Latvia ETA replace a Schengen Visa or ETIAS?
No. The declaration isn't a visa or an entry permit. If your nationality requires a Schengen Visa, or if you require an ETIAS, you must still obtain them. The Latvia ETA is an additional mandatory national security screening required before you cross the Latvian border.
Can I fill out the Latvia ETA on behalf of a companion?
No. The information must be provided by the traveler themselves. You can't submit a declaration on behalf of another adult. The only exception is for minor children, whose forms must be completed by their parents or legal guardians.
What are the penalties for failing to submit the Latvia ETA?
Failing to submit the form 48 hours before arrival or providing false information carries administrative liability under Latvian immigration law. Non-compliance can lead to severe border delays or immediate entry refusal by the State Border Guard.
Do travelers with a Schengen visa from another country still need the Latvia ETA?
Yes. Even if you hold a valid Schengen visa or a residence permit issued by another European country, you're still required to complete the declaration if you're entering or transiting through Latvia and your nationality isn't explicitly exempt.
Do children/minors need their own Latvia ETA?
Yes. There are no age exemptions; every required traveler, including infants, must have their own individual ETA. For minors, the form must be completed and submitted on their behalf by a parent or legal guardian.
