Do children/minors need a Norway Schengen Visa?

For minors, the application must be signed by both parents/legal guardians, and a birth certificate must be provided along with a notarized travel consent form if the child is traveling alone or with only one parent. What is the difference between a Schengen Visa and ETIAS?
