Kuwait launches multiple-exit permits

Kuwait has introduced multiple-trip exit permits for expatriate workers, allowing them to obtain a single permit valid for several departures and re-entries over a set period. The Public Authority for Manpower announced the new service on January 15, 2026, according to Kuwait Times, a leading English daily in the Arabian Gulf.

The change replaces the previous system, which required expats to apply for a new permit for every trip. Workers who travel frequently will no longer need to submit repetitive applications.

A second feature introduced alongside the multiple-trip option allows employers to grant automatic pre-approval for exit permits. Authorized signatories can apply this to their entire workforce, a group of employees, or individuals, removing the need to review each request separately.

Employers can also exclude specific workers from automatic approval and cancel the service at any time.

How to apply for the new exit permits

Applications can be submitted digitally through the Ashal portal for companies and manpower services, or via the Sahel app for businesses and individuals. Users can choose between a single-trip or multiple-trip permit, specify the travel dates, and complete the process online.

The system is fully integrated with the Ministry of Interior, allowing approved permits to be transmitted automatically. Once approved, employers and workers can print the permit immediately without further processing. The system displays the transaction number and application status right after submission.

Exit permits became mandatory in 2025

The new features build on Kuwait's decision to tighten oversight of expatriate travel. Exit permits became mandatory for private sector expat workers in June 2025, with enforcement beginning on July 1, 2025. Under the regulation, expatriate workers must obtain their employer's permission before leaving the country.

Authorities have said the measures aim to balance the rights of employees and employers while strengthening oversight of workforce movement as the country modernizes labor procedures through digital platforms.
