You should complete it within 72 hours before you land. You can apply even earlier through iVisa for your peace of mind and you don't need a phone or tablet.

The Electronic Entry Visa (EEV) is Antigua and Barbuda’s online visa for travelers who aren’t visa-exempt and don’t qualify for visa on arrival.
You apply through the official immigration site, completing the form with your personal and trip details, uploading a passport bio page, a recent digital photo, and any supporting documents (like proof of accommodation or onward travel), then paying by card.
After approval you receive an EEV travel letter by email, which you should print or keep on your phone to present at check-in and on arrival.
Note: This is not the same as the digital arrival form. All travelers, including visa-exempt visitors, required the arrival form.

Antigua and Barbuda offers visa-free entry for many nationalities - including the UK, EU countries, the US, Canada, and lots of Caribbean neighbors - for tourism or business. Usually stays can last up to 90 days (in some cases up to 6 months, depending on nationality). If your passport is from a country that does require a visa, you’ll need to apply before you travel for an Electronic Entry Visa (e-Visa/EEV) through the official government portal.
For entry, you need a valid passport, a return or onward ticket, and proof of where you’re staying such as a hotel booking or invitation letter. You may also be asked to show you have enough funds for your trip. If you’re traveling from a country with yellow-fever risk, you must bring proof of vaccination
Antigua and Barbuda now uses a digital arrival/departure entry form called ArriveAntigua. All international travelers must complete it within 72 hours before arrival, and it replaces the old paper disembarkation card. You receive a QR code to show at immigration. The system is designed for speedier processing at V.C. Bird International Airport.
