Yes. The ED Card is a mandatory entry requirement for every person entering Aruba, regardless of nationality or visa-exempt status (including US, Canadian, and EU citizens). It is a health and security declaration used by the Aruban government.

As of July 2024, most international visitors arriving by air must pay a $20 USD Sustainability Fee (at the time of writing). This fee supports the maintenance and protection of Aruba's natural environment. This is usually paid during the digital ED Card application process.
However, if you visit Aruba twice in one calendar year, you only pay the $20 fee on your first trip.

Standard stay limits:
Most tourists: You are typically granted a stay of up to 30 days upon arrival.
Dutch and US nationals: Citizens of the Netherlands and the United States are often permitted to stay for up to 180 days per year without a special permit, but generally receive 90 days upon arrival which can be extended for another 90 days.
Property owners: If you own a home, condominium, or timeshare in Aruba (or a yacht at least 14 meters long), you can stay for up to 180 days.
