The Immigration Officer at the port of entry may refuse entry to any person if he considers that doesn't fulfill the immigration requirements or that their presence in Saudi Arabia would be contrary to national interests or security.

Do I need a COVID vaccine or vaccination certificate to enter Saudi Arabia?

No, you don't. COVID vaccination certificates are not mandatory to enter Saudi Arabia at this time. However, travelers will need to get health insurance before arriving in this country.
