Do Latvian citizens need a visa for New Zealand?

I hold a Latvian non-citizen passport (nepilsoņa pase). Can I use the NZeTA?
No. Immigration New Zealand says you can only travel visa waiver on a citizen passport, not a non-citizen or alien passport. Latvia's Ministry of Foreign Affairs also leaves New Zealand off its list of countries non-citizens can visit without a visa. You need a New Zealand Visitor Visa, which Immigration New Zealand says must be applied for online from 1 October 2026.
