Yes, minors need an Australia Visitor Visa to enter the country. If you're applying for a minor make sure to include a copy of the birth certificate and a copy of the parent’s passports.

If a minor will travel alone to Australia and will stay with someone that is not his/her relative the parent/s or person responsible for the child will need to fill out 2 extra forms:
